Libya is among the world's most water-scarce countries. Annual rainfall ranges from 250-400 mm on the coast to under 50 mm inland. Critical water priorities include seawater desalination for coastal cities, wastewater reuse for irrigation, oil-gas produced water treatment and urban wastewater infrastructure rebuilding.

Wastewater discharge in Libya is regulated by the Environment General Authority (EGA). Surface water discharge limits: BOD5 ≤ 30 mg/L, COD ≤ 100 mg/L, TSS ≤ 30 mg/L, Total Nitrogen ≤ 15 mg/L, Total Phosphorus ≤ 2 mg/L. Drinking water follows WHO standards and Libya's LCSMQ requirements.
